They must have overtorqued the pitman arm nut on such that you can't get the fingers of the puller in between the arm and the gear. Even my MAC 1/2" impact struggles. The good news is the Moog pitman arm is pretty good--but their ball joints these days suck. It's a whole lot easier to pull the steering gear box and remove/install the pitman arm--especially on 4wd trucks.
