My experience in fm20 was, that with your suggested setup, later ingame teams which are in a view-only-league will have much more homegrown players in their squad than usual because of lack of transfer activity.
WebUnderrated league is Belgium. There’s about 4 teams that can compete for a title right off the bat, so it’s not a one team league. Lots of regen talent too. The top 6 in the league break off into a playoff league where their point totals are halved and so it presents an opportunity for epic comebacks. Webfor lower league teams I load a lot, but not all. Usually try to get around 200-250k players - enough talent to pool from at tier 4 or 5, but not too slow yet. Generally, I stick with top division for most, lower divisions of the top leagues and a few other leagues close in proximity or reputation to the league I'm starting with.
