WebBufferbloat isn't due to a router being too slow. It's due to a router being too dumb to manage its queue of packets waiting to be sent. To avoid bufferbloat, a router must either use very little RAM for storing its queue of packets, or it must be smart about managing its queue. This is called Smart Queue Management or SQM.
